What are the Mill Quarter Townhomes?
The Mill Quarter Townhomes are a group of single-family residences, referred to as "townhomes." The Industrial Way phase will be a plat recorded by Deschutes County. This plat consists of 14 lots, including 12 single family townhome residences and 2 commercial lots.
What will be happening on the adjoining properties?
The developer owns adjoining property to the west and north, and intends to annex this property in subsequent phases.
Is this a condominium project?
No. Unlike some other townhome projects, owners of the Mill Quarter townhomes will own the lot that their home is built on. There is a Declaration of Covenants, Conditions and Restrictions for the Mill Quarter ("Declaration").
Are there any common expenses?
No. Each residential owner is only responsible for the maintenance and upkeep of their individual townhome. Maintenance of the boundary flashing, boundary drain and caulk joint between adjoining buildings is shared equally between benefiting owners (see section 4.4.1 of the Declaration). Maintenance of the perimeter sidewalk and the interior parking lot is the obligation of the commercial lot owners.
Is there an Architectural Review Committee?
Yes. Article 5 of the Declaration establishes a committee of commercial and residential owners whose purpose is to control the approval process for all changes, additions or alterations to any exterior portion of the lots and townhomes. This is intended to preserve the character of the design of the Mill Quarter.
Are there special rules and regulations that affect the townhomes?
The Mill Quarter Townhomes are subject to the
Declaration and to certain rules and regulations that may be
adopted by the Architectural Review Committee from time to
time. Buyers are advised to
review these documents for more specific
information.
What building materials will be
used?
The builder will be constructing the Mill Quarter Townhomes using commercial-type materials such as concrete, steel and brick, with the goal of achieving lower maintenance costs and higher energy efficiency and sound deadening as compared with traditional wood-frame construction.
Can I rent my townhome?
Yes. The owner must use a written
rental agreement with any tenant, and must also provide the
tenant with a copy of the Declaration and the current rules and
regulations. The live/work space may not be rented or occupied
separately from remainder of the townhome living quarters.
However, the
live/work space in the C and D townhomes in the Arizona phase
may be rented separately for commercial purposes..
What is Live/Work space?
The lower level of most residential
townhomes includes "live/work" space. This is flexible
space that each owner can use as bedrooms space, family room,
or as an artisan studio or professional office. This
space may not be rented or occupied separately from the living
space. In the "C" and "D" townhomes, the lower level
space may be used for commercial purposes.
Where do I park?
Each townhome has its own two-car garage for
vehicle parking. Additional public parking is available
on Bond, Wall and Arizona on a first come first serve
basis.
Are pets allowed?
Yes. An owner may have a
reasonable number of household pets, provided they do not
create a nuisance. Dogs must be leashed when in the Mill
Quarter outside the owner's lot.
Where do I dump my trash?
The interior parking lot includes
trash enclosures that are designed to accommodate one
residential garbage can for each residential lot. Each
owner will arrange and pay for regular garbage service for
their individual garbage can.
Can I have a satellite dish or antenna?
Subject to federal law (which may
preempt local law and the Declaration), Article 4.14 of the
Declaration states that satellite dishes and antennas are
not allowed. However, the owner can seek written approval
from the ARC for a small satellite dish or antenna, provided
that it is not visible from the street or neighboring
lots.
Who is the builder?
HSW Builders provides professional construction services in the
areas of commercial, hospitality, retail, medical, educational,
industrial, and mixed-use projects. The HSW management team has
been involved in many projects in Central Oregon including the
Tower Theater renovation and the Bend Library. Howard S. Wright
Construction Company has operated in the Northwest since 1885
and contracted such landmark projects as the Space Needle in
Seattle, Washington, and The Gregory located in the Pearl
District in Portland, Oregon.
